Coop Wright sent a Risk Management Study Outline as a resource for planning. It gives a good overview of BSA's position and the steps required to prepare a risk management plan.
Bill Nelson put together a Venturing Recruiting Guide based on recommendation from a thread on the topic on the Yahoo Groups Venturing Mailing List. Well worth reading! The Wilderness Survival Handbook is based on the U.S. Army Field Manual 21-76. Includes Weather and color cloud formation pictures by the National Weather Service, poisonous plants and edible plants identified. There are many useful illustrations and diagrams. Other topics include water procurement, food from plants and animals, direction finding using the sun and stars, and various shelter suggestions and much more.

The NEW Fire by FrictionMark Ritter maintains links to a variety of documents on his Sea Scouting and Venturing resources page. Included are several sets of codes and bylaws to be used as examples for new crews. He comments, though: "However, my advice is, don't jump in to this too quickly. Let the Venturers develop their own code/bylaws as the need arises."
